LEGAZPI CITY — The Department of Agrarian Reform distributed 1,136 land titles covering 1,741.43 hectares to 1,052 agrarian reform beneficiaries (ARBs) across Bicol on Tuesday.

Agrarian Reform Secretary Conrado M. Estrella III led the distribution during a regionwide land titling event at the Legazpi City Convention Complex in Albay.

The titles cover agricultural lands under the Comprehensive Agrarian Reform Program and include emancipation patents, certificates of land ownership award, and electronic titles issued under the Support to Parcelization of Lands for Individual Titling (SPLIT) Project.

The distribution is part of the government’s effort to speed up land titling before the end of 2026, in line with President Ferdinand Marcos Jr.’s directive.

“This is not only about distributing land titles. The government will also provide more support through farm-to-market roads, irrigation, tractors, water pumps, and loans from the Land Bank of the Philippines to help improve the lives of farmers,” Estrella said.

“For the over 300 beneficiaries, having these titles is not just about having a document, but it is security for their families, dignity for their livelihood, and hope for their children’s future, considering that they are the heroes of agriculture,” Camarines Sur Gov. Luis Raymund “LRay” Villafuerte Jr. said.

The event also featured the ceremonial turnover of the 2.156-kilometer Luya-Dalipay-Sugcad farm-to-market road in Polangui, Albay. The road is expected to benefit 386 agrarian reform beneficiaries and more than 6,000 residents in the communities it serves.

“This is a great relief for us farmers. We can easily transport our products and earn a good income because the market is now easier to reach,” said Adrian Rubianes, an agrarian reform beneficiary.

Polangui Mayor Jesciel Richard Salceda said the project would improve agricultural connectivity, give farmers better access to markets, and support rural development.
