COTABATO CITY  – The Philippine Drug Enforcement Agency in the Bangsamoro Region in Muslim Mindanao (PDEA-BARMM) conducted surprise drug tests on public transport workers on Tuesday, Oct. 27, to ensure safety as commuters head to the provinces for Undas 2026.

“Oplan Harabas” or “Drug Test Muna Bago Pasada” is a nationwide operation led by the PDEA involving simultaneous, surprise mandatory drug testing for public utility vehicle (PUV) drivers and conductors.

The initiative aims to prevent road accidents, ensure passenger safety, and promote a drug-free public transport system.

Paul Alcovindas, PDEA-BARMM director, spearheaded “Oplan Harabas” for drivers and conductors of passenger buses and vans plying the city.

He said 82 bus drivers, conductors, and dispatchers in three major public transport terminals in the city were subjected to surprise drug tests by PDEA personnel.

They turned out negative for drug use.

The operation was conducted in coordination with the Cotabato City Police Office and other concerned government agencies in charge of monitoring, regulating, managing and supervising public transport in the city.
