Batman's Historic New Justice League Roster Explained, All Members and Powers

A historic new Justice League roster has been launched thanks to a combined effort by Batman and Wonder Woman, with the intent of forging a team capable of taking on Darkseid when the god of evil inevitably returns.

During the recent DC K.O. event, Darkseid was temporarily defeated, but the various heroes involved received a vision showing them that he would soon return. Batman and Wonder Woman came to the conclusion that every hero on Earth wouldn't be enough - the Justice League also needed villains.

In response, the two heroes offered a general amnesty to any villain willing to join the League. Each member of the Amnesty Team are assigned a superhero handler and infused with Phantom Zone energy, allowing the League to banish them to Superman's prison dimension if they step out of line. Here are the key members of Justice League's new villain contingent and what they can do.

Alexander "Lex" Luthor

Superman's billionaire nemesis has joined the Justice League in one of his advanced battlesuits, however his motives are anything but heroic. His successes in the DC K.O. tournament made him a vital recruit, but Lex has been working behind the scenes to turn himself into the face of the Villain Amnesty project.

Lex has taken to personally inviting villains to join the amnesty, exercising unearned authority over them in the process. Villains like Giganta and Warp have started taking orders from Luthor despite him not being trusted with an official leadership role.

Indeed, an unapproved media briefing by Lex led some key villains to think they could cheat the deal, leading to outbreaks of chaos that the League had to shut down. Batman is personally shadowing Luthor, but it's clear their rivalry over the project will soon come to a head.

Starro the Conqueror

An intergalactic predator, Starro controls its victims by generating spores that attach to their faces and take over their minds. While amnesty on Earth means little to Starro, the villain apparently experienced a post-DC K.O. vision showing that Justice Leaguer Aquaman will soon accomplish something incredible, and has chosen to remain on Earth and in the League's graces to monitor that situation.

While Starro's natural form is a gigantic starfish-like alien, the villain has deployed a human-sized offcut to work with the Justice League, though this smaller Starro is still capable of shedding its limbs to create new drones.

Lobo, The Last Czarnian

An unkillable bounty hunter, Lobo possesses immense strength and durability, as well as a powerful healing factor which allows him to regenerate his body from even a single drop of blood. An intergalactic bounty hunter, Lobo possesses a range of powerful weapons, and has been known to destroy entire planets in the past.

Lobo has no desire for redemption, however following the amnesty he's kept his crimes off-world, and appears to be beating the system by technically staying in the League's good graces.

Major Force (aka Clifford Zmeck)

One of DC's strongest villains, Major Force is almost impervious to harm and possesses incredible superstrength. He's also able to unleash blasts of powerful energy and manipulate many different forms of radiation at close range.

Major Force is an old enemy of Green Lantern Kyle Rayner, and even murdered Kyle's girlfriend Alexandra DeWitt, dismembering her body and placing it in Kyle's refrigerator to be found (the origin of the term 'fridging' in pop culture.) Kyle was so disgusted with the clearly unrepentant Major Force being given amnesty that he left Earth, journeying out into the cosmos rather than stand alongside a Justice League which would offer his nemesis forgiveness.

Giganta (aka Doris Zuel)

Able to grow to gigantic size with increased durability and incredible strength, Giganta is a Wonder Woman villain who has flirted with redemption in the past.

While Giganta has returned to self-serving villainy multiple times, she's been one of the Villain Amnesty's success stories so far, going on a host of missions and acting as competent back-up, including saving the lives of Green Arrow and Wildcat in Justice League Unlimited #18 by blocking falling debris.

Doctor Polaris (aka Neal Emerson)

Wielding control over magnetism, Doctor Polaris is a major success story for the amnesty. Neal Emerson has a version of dissociative identity disorder, with his civilian identity being rational and benevolent and his evil 'Doctor Polaris' persona craving power at any cost.

The Justice League have been able to help Neal stay in control, and in Justice League Unlimited #19 he was integral to taking out the villainous Neutron. The act provided the Villain Amnesty with good press, strengthening the belief that some villains truly can be redeemed. If the Villain Amnesty collapses, one of the major tragedies will be that Doctor Polaris lost the League's support.

King Shark (aka Nanaue)

A superstrong ocean demigod who can heal from almost any injury, King Shark is a true believer in the amnesty, since his own DC K.O. vision showed him Aquaman saving the world. King Shark has sworn total loyalty to Arthur Curry, who has recently undergone a godlike power upgrade as 'Emperor Aquaman.'

As a result, King Shark has permanently attached himself to Aquaman's entourage, declaring:

I know you have seen, as we all have seen, visions of the future. Mine says you are the one that can save us all... and I will be damned if anyone stops you from doing that​​​​​​​. I am here to swear fealty to you, Emperor Aquaman, if you would give me but a chance to prove myself.

Batquinn (aka Harley Quinn, aka Harleen Quinzel)

In her own solo series, Harley Quinn was recently split in two, becoming the reckless vigilante Batquinn and the callous Quinntellect. The former is the one who has joined the Justice League's amnesty program, mostly getting up to harmless chaos among heroes who assume this is just Harley Quinn in a weird costume.

A talented gymnast, chemical treatments from Poison Ivy have heightened Harley's strength and agility, while rendering her immune to most toxins. She's also a near-supernaturally unpredictable combatant, to the point that some of the world's best fighters have struggled to outfight her - something that's even more pronounced in Batquinn.

​​​​​​​Other Justice League Amnesty Villains

While the characters above have been the major players in the villain amnesty, other characters have been shown taking up the offer. Weather Wizard was an early applicant, quickly fired and banished to the Phantom Zone for use of excessive force. The teleporter Warp and animalistic Cheetah have also joined, but haven't made any big moves.

Special mention should go to Flash villains Tarpit and Girder. These superstrong villains sought out redemption BEFORE the amnesty was announced, and helped give Batman and Wonder Woman the idea in the first place.

There have also been rejects like Neutron and Felix Faust who - thanks to Luthor's antics - misunderstood the amnesty and tried to take advantage of their crimes being forgiven, leading the Justice League to have to take them out. Foes including Vandal Savage and Livewire have also used the amnesty to their own ends despite not accepting it.

Can The Justice League Permanently Redeem Their Villains?

Batman and Wonder Woman have made a bold move to expand the Justice League with a villain amnesty, ready for Darkseid's return. With the 'Amnesty Saga' soon to end, the amnesty has success stories in Doctor Polaris and Giganta, and failures including Weather Wizard and Luthor.

However, with an ever-expanding list of alienated heroes, a severe public relations crisis, and Lex Luthor trying to supplant Batman as the de facto leader of the villains, it's unclear whether this expanded Justice League can survive.
