The National Police Commission (NAPOLCOM) on Friday said it will investigate a police officer in Rizal accused of abusing his former live-in partner, as well as other alleged misconduct during his service.

At a press briefing, NAPOLCOM Commissioner Rafael Vicente Calinisan said the Commission's Inspection, Monitoring, and Investigation Service (IMIS) would immediately look into the allegations against the police officer.

The complainant, a woman from Antipolo City, Rizal, accused the cop of physical assault, threats involving a firearm, verbal harassment, intimidation, and financial control during their relationship, which began in 2016 and ended in 2020.

She also alleged that the police officer pressured her to terminate her pregnancy, while the prolonged abuse reportedly took a toll on her mental health, resulting in a diagnosis of major depressive disorder.

The woman said she had previously filed seven criminal, civil, and administrative complaints against the cop but he remained in active police service.

"Talagang susuriin natin ito at iimbestigahan nang maayos. Napakahaba ng litanya ng pang-aabuso. Hindi lamang ito nakaaapekto sa kanyang pamilya kundi pati sa serbisyo niya sa ordinaryong tao," Calinisan said.

"We will make sure that policemen like this will be brought to justice," he added.

The complaint also raised allegations of misconduct when the police officer was assigned as a jailer in Antipolo.

According to the complainant, the cop allegedly had a supposed "boss" among persons deprived of liberty (PDLs), whom he reportedly allowed to leave detention and who allegedly gave him money and a pickup vehicle.

He was also accused of negligence in connection with the escape of a detainee.

NAPOLCOM said IMIS would validate these allegations and investigate the cop's previous assignment in jail, particularly the alleged negligence involving the detainee's escape.

The police officer had previously faced administrative proceedings before the PNP Internal Affairs Service (IAS), which initially dismissed him from the service.

However, upon reconsideration, the penalty was reportedly reduced to a 60-day suspension after he cited his desire to see their child.

He was reassigned from the Taytay Municipal Police Station to the Binangonan Municipal Police Station in September 2024.

The complainant also alleged that the police officer cheated during examinations under his PNP Field Training Program by photographing examination questions and sending them to her for answers.

She claimed she would answer the questions and send the answers back to the police officer while he was taking the examinations.

Calinisan immediately directed IMIS to investigate the allegations, including how examinations are conducted in the PNP Training Service.

"Napakaseryosong alegasyon niyan. Pinipicturan ang examination, ipinapadala ang mga tanong sa ibang tao sa labas, at binibigyan ng sagot ang examinee habang nagsasagawa ng pagsusulit," he said.

GMA News Online has reached out to Binangonan Municipal Police Station for the side of the police officer, but it has yet to respond as of posting time. —AOL, GMA News
