All 22 members of the squad took part in a group training session at Tottenham’s training ground on Monday afternoon.
Captain Harry Kane is expected to play on Tuesday in some capacity - either from the start or as a substitute - and will draw level with Peter Shilton to become England’s joint most-capped men’s player of all time on 125 appearances.
Other senior players could be rested or, at least, be spared from a full 90 minutes at Wembley. Jordan Pickford will retain his place in goal, while Trent Alexander-Arnold is expected to come in at right-back and Myles Lewis-Skelly should replace Scott in midfield.
Trevoh Chalobah, Marc Guehi and Jarrad Branthwaite will compete for the three centre-back spots following Konsa’s withdrawal.
