LTO mulls lifetime license ban for Cebu driver involved in 2 road rage incidents

Land Transportation Office (LTO) has considered implementing a perpetual revocation or lifetime ban from obtaining a license against a driver who has been issued two show cause orders for his alleged involvement in two road rage incidents in Cebu City.

“Dalawang beses nang nasangkot sa road rage, may pananakit at tangkang pananaksak pa. Malinaw na hindi na ito simpleng init ng ulo kundi seryosong banta sa kaligtasan ng kapwa motorista. Kapag ang isang driver ay paulit-ulit na nagiging panganib sa kalsada, hindi na dapat siya muling pagkatiwalaan ng lisensya,” said LTO Chief Assistant Secretary Markus V. Lacanilao in a statement.

(He has been involved in road rage twice, with assault and even attempted stabbing. It is clear that this is not a simple temper tantrum but a serious threat to the safety of fellow motorists. When a driver repeatedly becomes a danger on the road, he should not be trusted with a license again.)

The first incident, based on a police report, occurred in August 5, 2026 at Capitol Square, Barangay Capitol Site in Cebu City wherein the driver blocked the path of a motorcycle rider until he was forced to stop.

The driver got out of his pick up, approached the rider, punched him twice in the face then threatened the rider and his family.

While the incident was being process, the LTO said, the same pick up driver got involved again in another road rage incident.

This time the LTO saw the exchange in a viral video from the Facebook page, "Cebu Road Heroes" that showed the driver attempting to stab a fellow motorist several times.

The registered owner of the pick up and its designated driver have been summoned by the agency to appear before the Operations Division of LTO Region 7 for a hearing within five days from the receipt of the SCO.

"They are also required to submit a sworn statement or explanation, accompanied by supporting documents, explaining why they should not be held liable for violations of Republic Act No. 4136, including Reckless Driving and declaration as Improper Person to Operate a Motor Vehicle," the LTO said in a statement.

Lacanilao has order the immediate surrender of the pick up driver's license, which has been subject to a 90-day preventive suspension. The vehicle involved was placed on alarm status while the case is being processed.

"Susubukan natin kung kasing tapang niya sa kalsada ang pagharap niya sa LTO at pananagutan sa kanyang ginawa," said Lacanilao.

Meanwhile, the LTO issued a reminder to all motorists to practice discipline, respect, and to remain calm in every trip.

"Huwag hayaang mauwi sa karahasan ang anumang hindi pagkakaunawaan at laging isaisip na bawat kilos sa kalsada ay may kaakibat na pananagutan. Sa kalsada, ang tunay na tapang ay hindi nasusukat sa pakikipagkomprontasyon, kundi sa kakayahang manatiling kalmado at piliing gawin ang tama para sa kaligtasan ng lahat."
