MANILA, Philippines — Records from the Bureau of Internal Revenue (BIR) revealed Vice President Sara Duterte’s cash on hand and in banks – money which she did not declare in her statements of assets, liabilities and net worth (Saln) since she assumed her post.

Citing the Audited Financial Statements (AFS) of Duterte and her husband, Manases Carpio, BIR Chief of Staff Anne Loraine Garcia-Marquez said the couple made the following cash declarations from 2022 to 2025:

“Based on the audited financial statement submitted to the BIR, as of December 31, 2024, there was cash on hand and in banks amounting to P15,525,209,” Garcia-Marquez said when asked during the direct-examination of public prosecutor Erwin Matib.

“And how much was the cash on hand and in banks as of December 31, 2025?” Matib asked again.

“As of December 31, 2025, there was cash on hand and in banks amounting to P13,804,540,” the BIR officer answered.

Matib noted that these audited financial statements were among the documents that the BIR had submitted to the Senate impeachment court trying the case against Duterte.

The prosecution presented Garcia-Marquez as a witness in the impeachment trial of Duterte.

“For the benefit of viewers who may not be familiar with accounting and finance, could you please explain what audited financial statements are?” Matib asked the BIR chief of staff.

“These are financial statements that were verified by an independent certified public accountant stating that the financial statements were presented fairly, and in accordance with the Philippine financial reporting standards,” Garcia-Marquez gave the definition.

A witness from the Office of the Ombudsman previously told the Senate impeachment court that Duterte did not make cash declarations in her Saln from 2019 to 2025.

Based on Ombudsman records officer Karen Batu’s testimony in September, Duterte only declared cash on hand and in bank when she was vice mayor of Davao City from 2007 to 2009, and during her first term as mayor from 2010 to 2012, and second term from 2016 to 2018.

On her third term as mayor, Duterte did not make any cash declaration for the years 2019 and 2020.

“For SALNs 2021, 2022, 2023, 2024, and 2025, wala pong nakadeclare na cash on hand or in bank,” Batu said then.

During Thursday’s proceedings, the prosecution sought to display portions of the AFS on a screen in court, but the defense objected.

Presiding Officer  Francis Escudero  directed the prosecutor to just ask his questions without displaying the documents on the screen, saying the latter could get the information from the witness by asking the proper questions.

“We’re not preventing you from asking the questions. The objection pertains to flashing it on the screen only. So you may continue to ask the question, confront the witness with it, let the witness read it if you want to,” Escudero said. /apl /mr
