Russia accuses foreign actors of spreading misinformation to sabotage Egypt’s El-Dabaa Nuclear Plant

Russia’s state nuclear energy corporation, Rosatom, has clarified statements made by its Director General, Alexey Likhachev, regarding foreign attempts to obstruct and “sabotage” Egypt’s El-Dabaa Nuclear Power Plant project.

In an official Arabic statement released on its official social media channels, Rosatom explained that the “sabotage and hostile practices” referenced by Likhachev primarily consist of coordinated misinformation campaigns designed to tarnish the reputation of both the project and the Russian corporation.

Speaking at the Russia-Africa Summit, Likhachev noted that while implementing the flagship Egyptian nuclear plant has faced severe global headwinds—including the COVID-19 pandemic, international sanctions, and external pressure from foreign states—joint Egyptian-Russian project teams managed to keep construction on track with strong backing from both nations’ leaderships.

Rosatom reaffirmed that construction at El-Dabaa continues according to schedule despite external attempts to undermine public trust in the nuclear facility.

The El-Dabaa Nuclear Power Plant is Egypt’s first commercial nuclear power facility, located in the Matrouh Governorate along the Mediterranean coast, roughly 300 kilometers northwest of Cairo.

Developed in partnership with Russia’s state nuclear corporation, Rosatom, the $30 billion project features four advanced VVER-1200 Generation III+ reactors with a combined capacity of 4,800 megawatts.

Designed to generate approximately 10 percent of Egypt’s electricity upon full completion around 2030, the flagship plant serves as a cornerstone of the nation’s strategy to diversify its energy mix and transition toward clean, low-carbon power.
