KUALA LUMPUR, Sept 17 — The Dewan Keadilan dan Undang Negeri Sembilan (DKU) has accused the Negri Sembilan state executive council of treason and attempting to overthrow Yang di-Pertuan Besar Tuanku Muhriz Tuanku Munawir.

According to a letter issued by Messrs Halim & Ismail last night, sighted by Malay Mail the law firm said it was acting for the first and second defendants in Seremban High Court Originating Summons No. NA-24NCvC-240-05/2026, namely Raja Norazli Raja Nordin, the DKU secretary, and the DKU.

The letter was addressed to Negri Sembilan Menteri Besar Datuk Ismail Lasim and copied to members of the state executive council, the state secretary and the state legal adviser.

It referred to the 'Kenyataan Media Majlis Mesyuarat Kerajaan Negeri Sembilan — Keputusan Majlis Mesyuarat Kerajaan Negeri, Negeri Sembilan Bil 6 Tahun 2026' dated Sept 15.

The solicitors said their clients noted that Ismail had relied on the April 19, 2026 proclamation for the purposes of the media statement.

They said the proclamation did not satisfy the mandatory conditions under Article 10 of the Undang-Undang Tubuh Kerajaan Negeri Sembilan 1959 and was therefore “null and void and of no legal effect”.

The letter also referred to the exco statement declaring that Tuanku Muhriz had been removed as Yang di-Pertuan Besar by the Undang Yang Empat, and that Tuanku Nadzaruddin Tuanku Ja’afar had been selected and recognised as the new Yang di-Pertuan Besar with immediate effect.

In response, the solicitors said their clients were “shocked by your reckless announcement”.

They said the exco did not have the jurisdiction, authority or power to make the announcement, which they described as unconstitutional, void and of no legal effect.

“It is our clients’ firm view that your conduct in issuing the abovementioned announcement is to subvert the executive authority of Tuanku Muhriz under the UUTKNS, and is further intended to overthrow and dethrone Tuanku Muhriz,” the letter said.

The solicitors further alleged that the conduct was “tantamount to a coup d’etat and an act of treason”, which they said should be punishable under the Penal Code and other relevant laws.

In its statement on Tuesday, the state exco said the April 19 proclamation removing Tuanku Muhriz had been signed and sealed by the legitimate Undang, and that the decision to remove him was the absolute prerogative of the Undang Yang Empat, the four ruling chiefs who elect the state ruler.

It also said Ismail’s signature as menteri besar on August 3 completed the proclamation in accordance with the state constitution.

The statement, however, did not address the DKU’s position that Article 10 of the state constitution, which allows the four chieftains to remove a ruler, requires a thorough enquiry.

Ismail had previously claimed he was forced to sign the proclamation on August 3 and subsequently lodged a police report over the matter.
