Mahama raises alarm over GH¢282bn SOE liabilities despite GH¢407.85bn assets

President John Dramani Mahama has raised concerns over the growing liabilities of Ghana’s State-Owned Enterprises (SOEs), which stood at approximately GH¢282 billion as of December 2025, despite the entities holding aggregate assets worth GH¢407.85 billion.

Speaking at the SIGA Governing Boards and CEOs Conference 2026 on Thursday, September 10, President Mahama said the financial position of state-owned businesses required urgent attention, particularly given the deficits recorded across some categories of public entities.

He disclosed that majority venture companies held assets valued at GH¢96.69 billion against liabilities of GH¢82.7 billion. Other state entities, meanwhile, had assets of approximately GH¢341.6 billion but liabilities significantly higher at GH¢382.75 billion.

“At the end of 2025, state-owned enterprises held aggregate assets of GH¢407.85 billion and liabilities of approximately GH¢282 billion.

Majority venture companies held assets of GH¢96.69 billion and liabilities of GH¢82.7 billion. Other state entities held assets of approximately GH¢341.6 billion but liabilities of GH¢382.75 billion,” President Mahama said.
