Bukit Jalil Bandar Madani to be developed over 15 years

KUALA LUMPUR: The Bukit Jalil Bandar Madani development will be implemented in phases over 15 years, with the government allocating RM250 million to upgrade roads and alleviate traffic congestion.
Housing and Local Government Minister Nga Kor Ming said the allocation will fund road upgrades, the construction of new four-lane roads, and two bridges to improve traffic flow and address residents' concerns.
He said the project is not merely high-density housing, but an integrated urban ecosystem combining affordable homes with educational, healthcare, and community facilities.
"This project is specifically designed to ensure that the people not only own a home but also enjoy a high quality of life," he said when winding up the policy-level debate on the Supply Bill 2027 (2027 Budget) for the ministry in the Dewan Rakyat yesterday.
Nga said key components include a "vertical school" integrating preschool, primary, and secondary education within a single complex, a modern health clinic, and a Madani Hub.
The proposed Madani Hub will house spaces for hawkers, a police kiosk, a multipurpose hall, community service areas, a surau, transport facilities, and a local bus stop.
He said the development incorporates a "15-Minute Walkable City" concept, connecting essential amenities and recreational areas via covered walkways to reduce reliance on private vehicles.
Addressing residents' concerns, Nga said a Traffic Impact Assessment (TIA), Environmental Impact Assessment (EIA), and Social Impact Assessment (SIA) are being conducted thoroughly.
He said the project secured a Development Order from Kuala Lumpur City Hall (DBKL) following technical engagements with PLANMalaysia, the Health Ministry, the Education Ministry, the Public Works Department, and the Subang Jaya City Council.
Responding to an interjection by Datuk Seri Dr Zaliha Mustafa (PH-Sekijang) on the project site selection, Nga said Bukit Jalil was chosen for its strategic location and connectivity to public infrastructure.
He said the residential units will be priced affordably, compared with other city condominiums that reach between RM600,000 and RM700,000.
Seputeh Member of Parliament Teresa Kok had previously urged the government to postpone registration for "Rumah Madani" in Bandar Madani, Bukit Jalil.
She called for the postponement pending the completion of the Bukit Jalil micro-control plan study and the Kuala Lumpur Local Plan 2040 (PTKL 2040), citing traffic congestion concerns.
Meanwhile, Nga said RM467,140 in fines was collected and 3,638 hours of community service were imposed on individuals convicted of minor littering between January and September this year.
He said this followed 8,960 enforcement operations across seven states under the Solid Waste and Public Cleansing Management Act 2007, during which 17,145 notices of offence were issued.
Nga said the Housing and Local Government Ministry will intensify enforcement operations ahead of "Visit Malaysia Year" 2026 and 2027 to ensure a clean environment for tourists.
"In tandem with these efforts, the ministry is also fostering community participation through 'Hari Cuci Malaysia' (HCM) or Malaysia Cleanup Day to raise public awareness regarding the importance of public cleanliness.
"This year's HCM event set two records in the Malaysia Book of Records (MBOR): the largest participation in a gotong-royong (community cleanup) event in a single day, involving 332,429 participants, and the heaviest collection of recyclable waste in a single day, totalling 89,221.22 kg," he said.
