[Market Rider] Things you may not know about Jinky Luistro

Translate

It was a beautiful Monday morning, bright and sunny. The traffic was surprisingly calm and smooth, even as pedestrians and vehicles were beginning to gather while I hurriedly made my way to the Monday Circle breakfast forum last October 26. This pleasant start to the week was a rare surprise these days.

But the day’s biggest surprise was yet to come. In an intimate, exclusive moment, the members and guests of the Monday Circle got a rare, behind-the-scenes look into the personal life and career of one of the country’s present most recognizable faces in politics: Batangas 2nd District Representative Gerville Abanilla “Jinky” Reyes-Luistro.

Luistro has drawn national attention through extensive media and television coverage especially for her prominent role as chairperson of the House committee on justice and lead prosecutor in the ongoing impeachment proceedings against Vice President Sara Duterte.

Roots and political fate

For Luistro, her entry into the political arena was less of a calculated career move but more of a choice to defend her family’s honor. In 2020, local rivals engineered a severe political hit against her husband, then-Mabini Mayor Noel “Bitrics” Luistro, filing two entirely fabricated counts of rape to derail his planned 2022 congressional run.

Forensic verification exposed the shocking truth. The alleged victims were completely fictitious entities cooked up by opponents. Local leaders and supporters urged her to carry the torch for their constituency, so that the seasoned lawyer stepped into the vacuum.

Embracing the province’s culture and values, she adopted the punchy moniker “Jinky Bitrics,” seamlessly balancing her identity as a family woman, legal advocate, and community leader.

Luistro carries a deep pride for her hometown of Mabini, Batangas — particularly the coastal enclave of Anilao. Globally celebrated as the “Nudibranch Capital of the World,” Anilao is a premier sanctuary for muck diving and underwater macro photography. It boasts of having the highest density and variety of nudibranchs on Earth. Unlike standard gastropod mollusks, these vibrant marine creatures are completely shell-less, showcasing a psychedelic array of neon colors and surreal patterns that look like real-life Pokémon to the international divers who flock there.

Much like the resilient, striking creatures of her native coast, Luistro has proven that a small profile can command global attention.

Government service and political career

Long before walking the halls of the House of Representatives, Luistro built an extensive, battle-tested legal career. She earned a dual degree in Liberal Arts-Commerce and a Juris Doctor from the University of Batangas, passing the Philippine Bar Examinations in 2002.

While pursuing her legal studies, she simultaneously taught full-time as a professor at the Lyceum of Batangas and served as an executive assistant to then-justice secretary Hernando Perez.

Her subsequent legal practice spanned critical sectors of public service. She worked as a confidential agent for the Bureau of Immigration, a consultant for the Department of Justice’s Witness Protection Program, and a state counsel. Notably, under the Arroyo administration, she headed a high-stakes investigation for a Special Presidential Task Force probing systemic corruption within the Department of Finance.

Her good investigative work resulted in a landmark 2014 Supreme Court victory that firmly affirmed the dismissal of corrupt officials. Returning to her roots, she served as the municipal administrator of Mabini from 2016 to 2022, mastering the inner mechanics of local public administration.

Luistro launched her formal political career in 2022, winning a highly competitive congressional race for the 2nd District of Batangas by a razor-thin two-percentage-point margin against the incumbent’s daughter.

While she initially maintained a quiet profile, her sharp, razor-focused investigative skills during high-profile committee hearings quickly caught the eye of House leadership. Affiliated with the dominant Lakas-CMD party, she secured a resounding reelection victory in the May 2025 midterm elections. Her meteoric rise culminated in her historic appointment as the chairperson of the powerful House committee on justice, solidifying her status as the absolute legal authority in the chamber.

Confronting power

As chairperson of the justice committee, Luistro was selected to lead the 11-member House prosecution panel in the monumental Senate impeachment trial of Vice President Sara Duterte. Thrust into the global spotlight, she bears the heavy burden of presenting evidence, orchestrating the overarching legal strategy, and directly cross-examining witnesses on the Senate floor.

Her stewardship of the historic trial reflects an aggressively tactical approach. On October 13, or 39 days on the impeachment trial, Luistro and her panel made the high-stakes decision to withdraw three of the four original articles of impeachment — dropping charges related to confidential funds, bribery, and grave threats in order to pivot entirely toward a single, robust charge: unexplained wealth.

Luistro clarified that this compression was a direct response to public impatience, designed to streamline the trial and dramatically shrink the defense’s presentation timeline, which is to commence on November 9.

Crucially, she emphasized that the dropped charges were not an acquittal; the prosecution panel intends to transfer their gathered evidence directly to the Office of the Ombudsman for independent criminal prosecution.

Cost to her political capital

While this national trial has elevated Luistro to a household name, it places her political capital under immense strain. Her home district in Batangas is a traditional battleground of competing loyalties; leading an aggressive prosecution against a Duterte risks alienating conservative, pro-Duterte factions within her own constituency. Furthermore, she faces intense public scrutiny and stiff opposition from pro-Duterte senators who have threatened to stonewall or complicate the trial proceedings.

Luistro is acutely aware of the looming risk of personal and professional reprisal. She has publicly noted that while she is acting strictly under her constitutional mandate, the Vice President retains the right to counter-sue the prosecutors if acquitted — a reality for which Luistro states her team is fully prepared.

Also, the outcome of this impeachment trial will decide her political future. A successful conviction could solidify a path toward the Senate, while a failed trial could severely fracture her hard-earned local stronghold.

Postscript

Now, Luistro finds herself standing on the fault line of a historic constitutional struggle. This role carries massive potential rewards for her national prominence, but it also carries significant risks to her accumulated political capital. Nevertheless, Luistro, is not intimidated by these risks that may serve as deciding factors to her political career, for what matters — in her own words — is the need to stand up for the preservation of the Constitution, love for country, the advancement of ethical conduct, transparency, accountability, and an effective catalyst for change.

Once more, the Monday Circle breakfast forum evolved into a captivating exchange of ideas and purpose with a fair lady, rising political architect and patriot. – Rappler.com
