政府會修改《競爭條例》，將樓宇大型維修工程圍標行為列為刑事罪行，並會將新刑事罪行納入《有組織及嚴重罪行條例》下的指定罪行。競委會行政總裁畢仲明說，會盡快到立法會討論相關修例建議，之後會再諮詢持分者，爭取明年4月前通過修例。
