House passes infrastructure strategy bill on final reading

Translate

MANILA, Philippines — The House of Representatives on Monday passed on final reading a bill institutionalizing a long-term infrastructure strategy to provide consistency in public works planning.

The chamber overwhelmingly approved House Bill No. 11597, or the Masterplan for Infrastructure and National Development (MIND) Act, after 284 lawmakers voted in favor and eight against. One abstained.

The measure directs the government to craft a comprehensive 30-year infrastructure plan, updated every six years, as a long-term roadmap for public works free from shifting political winds. Earlier reviews of the infrastructure plan would be allowed if technological advances, crises, or economic disruptions require them.

The infrastructure master plan would focus on core developments in transportation, energy, water and digital systems, and housing, while also prioritizing agricultural and fisheries modernization, based on the bill.

Under the measure, the master plan would draw priorities from local and regional schematics, allowing the government to identify and plug development gaps.

Yearly infrastructure funding would also be tied to the 30-year plan to “prevent arbitrary changes,” the bill’s second reading version fact sheet added. /mr
