NAPOLCOM probes police colonel over alleged abuse, misconduct

The National Police Commission (NAPOLCOM) on Tuesday said it is probing Police Colonel Froilan Uy over allegations of abuse of authority, oppression, and other forms of misconduct.
"Their recommendation is this be subjected to a pre-charge investigation for grave misconduct, grave abuse of authority, oppression, grave neglect of duty, disgraceful and immoral conduct and conduct unbecoming of a police officer," NAPOLCOM Commissioner Ralph Calinisan said in a press conference.
NAPOLCOM is also considering placing Uy under preventive suspension amid the investigation.
GMA News Online has reached out to the National Capital Region Police Office (NCRPO) regarding Uy's side on the matter but it has yet to respond as of posting time.
Allegations against Uy were raised by several complainants including Erika Jane Colle and her partner Christopher Teodoro Batallier, their friend who covered his face during the press briefing, as well as Baliwag barangay chief Jaynor Reyes and his sister Mira. All of them participated in person during the Napolcom press conference regarding Uy's alleged transgressions.
According to Batallier and Colle, Uy and his supposed mistress sought their help to pawn the cop's vehicle for P150,000.
The civilian couple offered the vehicle to their friend.
The complainants said the vehicle was not redeemed after nearly a year, adding that the civilian couple's house was later subjected to gunfire after they demanded repayment. They also presented a documented conversation which they said showed Uy's partner allegedly ordering the shooting.
According to their friend, one of the complainants was about to expose Uy on a TV program, but the cop allegedly threatened to file a carjacking case against him.
Further, when the civilian couple tried to ask help from the barangay, Uy and his partner allegedly used their influence and filed trumped-up charges against the complainants in Taguig and Pasay, where the cop was previously assigned.
NAPOLCOM also launched a motu proprio investigation after being shown an old video allegedly showing Uy physically assaulting his partner. The commission said the PNP Anti-Cybercrime Group verified that the video was real and not AI-generated.
A 2022 police blotter also showed that the woman had reported Uy for alleged physical and financial abuse, according to NAPOLCOM.
Investigators also supposedly verified allegations that Uy's partner was using a Philippine National Police (PNP) vehicle and was being escorted by police officers. NAPOLCOM also identified three officers allegedly assigned to escort her. — VDV, GMA News
