DICT welcomes Ombudsman probe into alleged 'ghost internet' scheme

The Department of Information and Communications Technology (DICT) on Sunday welcomed the Office of the Ombudsman’s probe into an alleged “ghost internet” scheme involving government IT systems, saying it is ready to provide the necessary records and data for the investigation.

In a statement, the DICT said it does not tolerate corruption or non-performing contracts and is ensuring that its services are properly delivered.

The agency said it has implemented safeguards, including “stricter service level agreement enforcement, enhanced contract management, regular internal audits, and stronger performance validation.”

“The DICT has likewise introduced procurement reforms that have increased transparency and lowered connectivity costs,” the agency said.

“Service components are now more clearly itemized and evaluated instead of being priced through bundled arrangements, providing greater visibility into costs and better value for public funds,” it added.

Under the program, private contractors oversee the deployment of infrastructure, while the DICT conducts performance monitoring to ensure the services are operating properly.

The DICT said reported non-performing or inactive sites are promptly subjected to technical audits and contractual penalties.

Free Wi-Fi services

The agency also highlighted the upgrade of its Network Monitoring System to Version 2, which it said provides real-time nationwide visibility over all Free Wi-Fi sites, including regional projects.

The DICT said the upgraded system allows it to monitor access points, track service disruptions, validate provider performance, and use actual network data for contract and payment verification.

Ombudsman probe

The DICT said it has not yet received formal notice from the Office of the Ombudsman but welcomed any inquiry.

“Although no formal notice has been received from the Office of the Ombudsman to date, the DICT proactively welcomes the inquiry,” the agency said.

“With full commitment to transparency, it stands ready to provide all necessary assistance, records, and system data to support any investigation,” it added.

Earlier this week, the Ombudsman launched an investigation into an alleged “ghost internet” scheme involving government IT systems that were reportedly rigged with substandard or fake software.

Assistant Ombudsman Mico Clavano said the investigation would center on the DICT.— MCG, GMA News
