The House prosecution panel on Tuesday presented Philippine Government Electronic Procurement System (PhilGEPS) Division Chief Rendell Sopeña as a witness in the impeachment trial of Vice President Sara Duterte.

During direct examination by lead Prosecutor Gerville Luistro, Sopeña said he heads the Electronic Government Procurement Operations Division (EGPOD) of PhilGEPS.

“It is the division under the PhilGEPS office that has sole custody of the PhilGEPS System database. The division also processes procurement requests from internal and external stakeholders,” he said.

Sopeña said he became division chief in March 2025.

“As division chief of EGPOD, I am the one who manages everything. And I am the overall custodian of the PhilGEPS System database,” he said.

“In line with this, I am the one who issues certificates upon the request of internal stakeholders and in response to subpoenas and request letters received by the PhilGEPS Office,” he added.

As division chief, Sopeña said he also validates requested data and issues certifications based on such requests.

Before joining EGPOD, Sopeña said he was an information technology officer at the Armed Forces of the Philippines Retirement and Separation Benefits System.

Sopeña is testifying as a prosecution witness on Duterte’s alleged corporate ownership and shareholdings in connection with Article 2 of the impeachment complaint, which accuses her of accumulating unexplained wealth.— MCG, GMA News
