The Sandiganbayan Third Division has denied for lack of merit the Office of the Ombudsman’s motion seeking the inhibition of Associate Justice Ronald Moreno from hearing the P92.8-million malversation case against former Sen. Ramon “Bong” Revilla Jr. and six others over an alleged anomalous flood control project in Bulacan.
Atty. Dennis Pulma, clerk of court of the Sandiganbayan Third Division, confirmed the denial of the motion.
In a 69-page motion filed before the anti-graft court last August, Ombudsman prosecutors argued that Moreno’s demeanor and questioning of witnesses were unfair, unreasonable and disrespectful, and showed a lack of judicial restraint.
The motion sought Moreno’s inhibition from the trial, citing concerns over his conduct during the proceedings.
The other respondents in the case include the following officials and personnel of the Department of Public Works and Highways (DPWH) Bulacan First District Engineering Office:
- Engr. Brice Hernandez
- Engr. Jaypee Mendoza
- Engr. Arjay Domasig
- Engr. Emelita Juat
- Juanito Mendoza, finance section chief
- Christina Pineda, cashier
