House OKs on final reading stronger worker protection vs climate threats
MANILA, Philippines — The House of Representatives on Wednesday approved on final reading a bill strengthening workers’ safety against climate-related threats and hazards.
With 256 lawmakers voting in favor, the House Bill No. 10559, which reinforces Occupational Safety and Health (OSH) standards by integrating climate-adaptive measures was passed on third and final reading.
The bill also imposes stiffer penalties for OSH “gross violations thereof” that endanger workers.

The House Committee on Labor and Employment has earlier sponsored the measure amid unpredictable weather events that may threaten the safety and well-being of workers, primarily those working in outdoor settings.
“For construction workers exposed to intense heat and employees who must report for work amid heavy rains and severe weather, climate change is no longer an abstract issue but a danger they confront in earning their livelihood,” House Committee on Labor and Employment Chairperson Ramon Jolo Revilla said. /mr
