Gracioso identifies alleged sources of bags of cash he was ordered to deliver

Dismissed policeman Rodulfo Gracioso Jr. also mentioned in his affidavit from whom then Speaker Lord Allan Velasco got the cash he delivered to some personalities including Vice President Sara Duterte.

According to Darlene Cay's report on "24 Oras," these included former Ako Bicol party-list Rep. Zaldy Co and husband-and-wife contractors Sarah and Curlee Discaya — all charged in connection with flood control project scandal cases — and Marikina Rep. Miro Quimbo.

GMA News is still trying to get a statement from Quimbo, Alcantara, and the Discayas.

The Vice President has denied knowing Gracioso and having received money from him.

Velasco’s camp also denied the allegations.

Gracioso said he was a security aide of the former Speaker.

In Gracioso’s affidavit, he claimed that his “Boss Allan” instructed him several times to deliver money to several politicians.

Some of the cash he delivered allegedly came from Co and Quimbo in 2020.

Gracioso also claimed that he heard Quimbo say that the money came from several Department of Public Works and Highways (DPWH) contractors, including the Discaya couple.

In one instance, he alleged that he even saw Quimbo with the late DPWH Undersecretary Catalina Cabral.

There were also times when he allegedly picked up money from Co.

Gracioso said that he also saw former DPWH district engineer Henry Alcantara.

In 2021, Gracioso said he and a “General Pipino” had an Eastern Visayas project approved by the DPWH and the budget department.

General Pipino allegedly asked him what the rate of the standard operating procedure (SOP) was. Velasco told them that it was 25% of the SOP, and it was all paid in advance. —Jean Mangaluz/NB, GMA News
