- Abra – No in-person classes, both public and private; shift to alternative learning modalities. Government work also on alternative work arrangements.
- Benguet
- Atok – No in-person classes from preschool to senior high school, both public and private; shift to alternative learning modalities.
- Pampanga
- Magalang – No in-person classes and government work, both public and private, in celebration of the Feast of San Bartolome.
