教育局局長蔡若蓮說，已有幾間院校對洪水橋大學城用地有興趣，當局審批時會擇優而取，重質素多於院校數量。

被問到毋須借貸的院校是否會獲優先考慮，蔡若蓮強調財政穩健，是當局考慮的重要因素，確保不會發展時才發現沒有資金。
