IMF, ibinaba pa ang pagtaya sa paglago ng ekonomiya ng Pilipinas ngayong 2026

Ibinaba pa ng International Monetary Fund (IMF) ngayong Biyernes ang kanilang pagtaya sa paglago ng ekonomiya ng Pilipinas para sa taong ito ng 2026. Dahil ito sa mas mahina kaysa unang inasahan na performance sa ikalawang quarter, at mabagal na pagbawi ng pamahalaan sa paggastos bunsod ng iskandalo pa rin sa flood control projects.

Ayon kay IMF mission chief Andrea Pescatori, inaasahang nasa average na 3.4% na lamang ang paglago ng ekonomiya ngayong taon, mas mababa sa 3.9% na unang pagtaya noong Hulyo.

Ibinaba rin ng IMF ang forecast nito para sa paglago ng ekonomiya sa susunod na taon na 2027 sa 5.1% mula sa dating 5.5%.

“Most of the revision comes from the Q2 data release, and the GDP was much lower than what we had projected,” ayon sa opisyal.

Nasa 2.3% na lamang ang paglago ng ekonomiya sa ikalawang quarter, pinakamabagal mula noong 1.8% na paglago sa ikaapat na quarter ng 2009, kung hindi isasama ang mga taon ng pandemya dulot ng COVID-19.

“Many of our conversations were pointing to a strong rebound in public investment in the second half of the year, and with that also a faster recovery in business sectors. We believe that didn’t happen, or is not going to happen,” dagdag ni Pescatori.

Batay sa datos mula sa Department of Budget and Management (DBM), nasa P367.4 bilyon ang pampublikong pamumuhunan sa unang kalahati ng taon, na bumaba ng 40.8% mula sa P620.2 bilyon sa kaparehong panahon noong nakaraang taon. Katumbas lamang ito ng 39% ng P931.54 bilyong inilaan para sa natulad na panahon.

“The rebound in public investment will actually not be full according to the most recent budget numbers,” sabi ni Pescatori.

Aniya, itinutulak ngayon ng pamahalaan ang public-private partnerships (PPP), ngunit maaari itong magkaroon ng mga hamon at kawalan ng katiyakan sa pagpapatupad.

“In that sense, we have also slightly revised down public investment plus PPP projects on the economic activity,” patuloy niya.

Bahagya ring ibinaba ng IMF ang forecast nito sa inflation ngayong taon sa 5.6% mula sa 5.7% noong Hulyo. Gayunman, itinaas naman nito ang forecast para sa 2027 sa 4.1% mula sa dating 3.3%.

“In the recent weeks, we see oil prices moving up strongly. This means that most of our revisions are not for 2026… but more for next year. It’s mostly driven by both oil and food prices,” sabi ni Pescatori sa mga mamamahyag sa isang briefing sa Manila.

Binanggit din ni Pescatori ang posibleng epekto ng matinding El Niño sa produksyon ng agrikultura at inflation, habang inaasahang maaaring tumaas nang hanggang 25% ang pandaigdigang presyo ng bigas.

Ang Monetary Board ng Bangko Sentral ng Pilipinas (BSP), tatlong beses nang nagtaas ng interest rates na may kabuuang 75 basis points upang mapigilan ang pagsirit ng inflation.

“We know that monetary policy affects the economy with lags. It’s not instantaneous, especially if it does not operate through the exchange rate, but just through the interest rate channel,” ani Pescatoro.

“Our estimates are for around a 12-month lag. This means that the hikes that we have seen now are going to mostly start to take an effect on moderation of inflation by next year,” dagdag niya. – FRJ GMA News
