LEGAZPI CITY — The Bureau of Jail Management and Penology (BJMP) in Bicol is tightening water conservation and heat prevention measures at detention facilities ahead of the anticipated effects of a strong El Niño.

Jail Senior Superintendent Jose Gemelo C. Taol, BJMP Bicol regional director, said the preparations followed directives from BJMP chief Jail Director Efren A. Nemeño to safeguard the health of persons deprived of liberty (PDLs) and jail personnel during prolonged hot and dry conditions.

The region’s 29 district, city and municipal jails hold 4,008 PDLs, many of whom are awaiting trial or serving sentences of less than three years, according to BJMP Bicol information officer Jail Officer 3 Joefrie B. Anglo.

Jail wardens have been instructed to check the heat index twice daily, provide additional electric fans when necessary, and maximize natural ventilation in cells and common areas to reduce the risk of heat-related illnesses.

The regional office is also working to secure reliable water supplies within 30 days through agreements with local water districts. Deep wells and water tankers from the Bureau of Fire Protection and local government units will serve as alternative sources when needed.

To reduce overcrowding, paralegal teams are reviewing cases to identify detainees who may qualify for release. Jail health personnel are also intensifying health monitoring and ensuring adequate hydration to prevent dehydration and heat exhaustion in jail cells./coa
