‘Power rate hikes during El Niño must not burden families’

MANILA, Philippines — Sen. Erwin Tulfo has warned power companies against imposing unjustified rate hikes and delivering substandard service during the impending “super El Niño.”

The warning from the Senate committee on energy chairman follows advisories from the Department of Energy (DOE) and distribution utilities regarding expected electricity price spikes and rolling blackouts.

“While rate adjustments are expected due to supply and demand dynamics, any price increase must remain fair and reasonable. It should not worsen the financial burden already felt by Filipino families on a daily basis,” Tulfo said.

“I will not hesitate to exercise oversight functions if power generation companies or distribution utilities exploit the climate crisis to maximize profits,” he added.

Tulfo urged the DOE and Energy Regulatory Commission to implement safeguards ensuring stable supply and preventing artificial shortages meant to justify price spikes.

While he acknowledged the House of Representatives’ approval of funding for sitio electrification in the 2027 General Appropriations bill, Tulfo said this is insufficient without executive agencies coordinating on the ground.

State weather forecasters said El Niño will intensify between September to December and persist through the first half of 2027.
