PM: Africa faces unprecedented challenges, calls for comprehensive action

Prime Minister Mostafa Madbouly affirmed that the African continent faces unprecedented challenges and ongoing conflicts requiring urgent, comprehensive action to address root causes, primarily poverty, climate change impacts, water scarcity, rising terrorism, and transnational organized crime, urging joint work to advance AU and regional economic community mechanisms.

The remarks came during Madboly’s address, on behalf of President Abdel Fattah al-Sisi, at the extraordinary AU summit on conflict prevention and resolution mechanisms in Luanda, attended by Angolan President João Lourenço, Burundian President and AU Chairperson Évariste Ndayishimiye, AU Commission Chairperson Mahmoud Ali Youssouf, and African leaders.

At the outset, the Prime Minister conveyed President Sisi’s greetings and wishes for summit outcomes that fulfill African aspirations for peace, security, and development.

He expressed gratitude to President João Lourenço for hosting the crucial summit amid complex continental challenges and commended President Évariste Ndayishimiye’s continental leadership, reaffirming Egypt’s support for the Burundian chairmanship.

Highlighting President Sisi’s leadership of the AU post-conflict reconstruction and development portfolio, Madbouly stressed that post-conflict reconstruction is a fundamental pillar for continental peace and security, complementing conflict resolution efforts.

Madbouly noted that the 20th anniversary of the AU Post-Conflict Reconstruction and Development Policy serves as an opportunity to review progress and turn policies into concrete programs tailored to national needs.

He added that post-conflict priorities must focus on rehabilitating critical infrastructure, building capable state institutions, generating jobs, and reintegrating affected populations, particularly women and youth.

Madbouly urged the AU Commission to continue supporting the Cairo-based AU Centre for Post-Conflict Reconstruction and Development, and commended the establishment of the PSC sub-committee of experts, which held its inaugural meeting under Egypt’s chairmanship in February 2026.

He also voiced Egypt’s support for AU Peace and Security Council reforms to rectify historical imbalances by granting North Africa a third seat to ensure equitable geographic representation.

Madbouly concluded by saying Egypt looks forward to hosting the 8th AU Mid-Year Coordination Meeting in New Alamein on October 4, 2026, and invited leaders and business executives to the first Alamein-Africa Business Forum on October 2-4 to advance integration and sustainable development.
