Ilocos Sur town imposes liquor ban, curfew amid severe weather

SAN ILDEFONSO, Ilocos Sur—The municipal government of Magsingal in this province imposed a temporary liquor ban and curfew amid severe weather brought by the southwest monsoon.

Acting Municipal Mayor Alrico Favis signed Executive Order No. 55, Series of 2026, on Sunday, Aug. 30, ordering the immediate implementation of the restrictions.

Under the order, the sale, distribution, purchase, serving, and consumption of alcoholic beverages are prohibited throughout the municipality for the duration of the habagat until the restrictions are officially lifted.

A curfew will also be enforced in all public places from 7 p.m. to 4 a.m.

The order exempts government workers on duty, medical doctors and veterinarians who need to report for work, public utility company personnel conducting construction, maintenance or emergency activities, and people responding to medical, emergency or disaster-related situations.

It noted that Magsingal police, barangay officials and barangay chairpersons were directed to patrol public areas, monitor coastal communities and enforce the temporary restrictions.

The municipal government said the measures were being implemented as a precautionary response to the severe weather and heightened risks brought by the continuing rains.

The executive order cited Republic Act No. 10121, or the Philippine Disaster Risk Reduction and Management Act of 2010, and Republic Act No. 7160, or the Local Government Code of 1991, as legal bases for the emergency measures. /mcm
