P802-M proposed for counselors as campus violence raises alarm

MANILA, Philippines – The Marcos administration plans to spend P802 million in 2027 to hire more than 2,000 guidance counselors for state schools, a bid to strengthen mental health services for students, House Minority Leader Marcelino Libanan said on Sunday.

The allotment under the proposed P7.2-trillion national budget for 2027 would open up 1,800 new posts for school counselor associates and 221 school division counselors, as the country faces growing concerns over bullying and mental health, according to Libanan.

“We are all for increased government spending to bolster the support system around every learner,” he said in a statement. “A child who is struggling should have ready access to a trained school professional who can listen and help.”

The proposed spending under the Department of Education comes amid a spate of school violence, including stabbing and shooting incidents that have sparked concerns over what drives such attacks.

“Early intervention is critical. We should be able to recognize warning signs and provide help before a problem becomes a tragedy,” Libanan said.

On Tuesday, a student opened fire at an Ateneo de Zamboanga University campus, killing another student before shooting himself.

The incident was the second school shooting in recent months, underscoring how firearms from the black market or poor oversight of service weapons persist despite the country’s strict ownership rules.

And Tuesday’s attack followed a shooting in June on a Tacloban City campus that left three dead and at least 20 others injured.

“These incidents show why we must invest not only in physical security but also in the emotional and psychological support available to our students,” said Libanan. “Prevention must begin long before a crisis occurs.”

He said that guidance counselors are part “of our first line of defense,” helping schools become safer by fostering more supportive communities.

Libanan said private schools should also invest in counseling services. “We are counting on private elementary and high schools to also do their share. The well-being of our children is a shared responsibility.” /atm
