Indonesia surpasses ozone elimination targets at MOP38 Kigali

Translate

Jakarta (ANTARA) - Indonesia announced that it had exceeded international targets for phasing out ozone-depleting substances, achieving a reduction rate of 72.66 percent by 2025, at the 38th Meeting of the Parties to the Montreal Protocol (MOP38) in Kigali, Rwanda.

The Indonesian delegation, which participated in the November 2–6, 2026 meeting, highlighted key achievements in controlling substances with high global warming potential (GWP), including hydrofluorocarbons (HFCs) and hydrochlorofluorocarbons (HCFCs).

These substances are widely used in refrigeration, solvents, and foam manufacturing, and have global warming potentials thousands of times greater than that of carbon dioxide.

Speaking at the high-level forum on Thursday (November 5), Deputy for Climate Change Control and Carbon Economic Value Governance at the Ministry of Environment Ary Sudijanto said Indonesia's HCFC phase-out rate had exceeded the Montreal Protocol target of 67.5 percent.

"We must translate the spirit of Kigali into concrete action by fulfilling our commitment to reduce HFCs, accelerating access to safe, low-GWP and energy-efficient technologies, and strengthening financial and technical support for developing countries," Ary said in a statement on Saturday.

Indonesia's achievement was driven by the systematic implementation of Phases II and III of its HCFC Phase-out Management Plan (HPMP).

Key factors contributing to this progress included stronger enforcement and workforce training. These efforts involved specialized capacity-building programs for 945 Customs and Excise officers responsible for monitoring imports of ozone-depleting substances, as well as certification and training for 4,319 refrigeration and air conditioning (RAC) technicians and 397 RAC instructors.

In the industrial sector, Indonesia secured approval this year from the Executive Committee of the Multilateral Fund (MLF) at its 98th meeting for a major energy-efficiency project targeting domestic refrigerator manufacturers.

The initiative is accelerating the industry's transition from HFC-134a to natural hydrocarbons (R-600a), reducing environmental impacts while enhancing the competitiveness of Indonesian products in export markets.

Building on its achievements in phasing out HCFCs, Indonesia is preparing to reduce HFC consumption by at least 10 percent from its baseline level beginning January 1, 2029. This reduction is equivalent to 2.3 million tons of carbon dioxide equivalent (CO2e).

Furthermore, industrial HFC emission controls have been formally incorporated into Indonesia's Second Nationally Determined Contribution (Second NDC) as an industrial mitigation measure starting in 2031, in line with the broader National Cooling Action Plan.

Concluding the Kigali meetings, Ary emphasized the crucial role of international financial mechanisms. He called for predictable replenishment and timely disbursement of the Multilateral Fund for the 2027–2029 period to support ambitious climate action in developing countries.
