MANILA, Philippines — Malacañang has ordered state agencies in Metro Manila and 17 provinces to adopt alternative work arrangements today as some parts of the country are expected to experience heavy rains because of the southwest monsoon.

Memorandum Circular 131 signed for President Marcos by Executive Secretary Ralph Recto covered the National Capital Region and the provinces of Abra, Benguet, Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, Zambales, Batangas, Cavite, Laguna, Rizal and Occidental Mindoro.

Agencies delivering basic and health services or are undertaking disaster  preparedness and response measures are not covered by the order and will continue their operations.

Unless otherwise ordered by their respective local chief executives, alternative learning modes and learning continuity measures would be carried out at all levels in public and private schools in the areas covered by the issuance.

Localized cancellation or suspension of classes or work in government offices in other areas may be implemented by their respective local chief executives.
