創高官問責制 先後3高官下台

【明報專訊】除房屋政策外，董建華任特首期間推出多項重要、具爭議的政制及民生政策，當中不少政策沿用至今。董建華最先在2000年發表的《施政報告》提出研究「高官問責制」，翌年拋出制度框架，由特首政治任命3名司長及各政策局長，公務員體系中的局長級（D8）職位改名為「常任秘書長」，首屆「三司十一局」的問責團隊，在董建華2002年7月展開第二屆任期前亮相。
