Mineral stockpile as key securing supply chain: MIND ID

Jakarta (ANTARA) - Indonesian state-owned mining holding company, MIND ID, stated a national mineral stockpile would secure industrial raw material supply and strengthen the state's position in managing strategic commodities amid potential global supply chain disruptions.

MIND ID President Director Maroef Sjamsoeddin in a statement received here on Tuesday said establishing a national mineral stockpile would allow the government to rely on more than just market mechanisms in managing mining output.

"There is a weakness in how we handle our natural wealth. How about we set up a National Mineral Stockpile? So we can control when to release our stock and when to store them," Sjamsoeddin said.​​​​​​​

He explained the approach is relevant since strategic minerals hold not only economic value as trade commodities, but also serve as raw materials for various national industries.

A national reserve would allow part of mineral production to be stored, Sjamsoeddin, in order to anticipate market shifts or supply disruptions, giving domestic industry needs a stronger buffer.​​​​​​​

A similar concept could also be considered for coal, with the government able to prepare storage systems and facilities, resulting in certain commodities do not have to be entirely released to the market when production is available.

He cited commodity storage mechanisms applied by several countries as references for Indonesia in designing similar policies.

"We can see how Malaysia controls the global CPO (crude palm oil) market, because they have a stockpile to decide when to release and when to store," he said.

South Korea, for instance, has a critical mineral stockpiling policy through Korea Mine Rehabilitation and Mineral Resources Corporation (KOMIR) and Public Procurement Service (PPS) to anticipate supply chain disruptions.​​​​​​​

For Indonesia, he said, such idea needs to be placed within the framework of reforming mineral governance. The country's resource wealth needs to be supported by the state's ability to track production, manage supply, and ensure minerals deliver optimal added value to the national economy.

Within the framework, Sjamsoeddin said the national mineral stockpile could be developed not merely as a storage facility, but also as part of a national mineral management system.

He stressed the mineral resource management must be directed toward increasing domestic economic benefits and strengthening national self-reliance.
