KND pushes for disability inclusion in drafting education system bill

Jakarta (ANTARA) - The National Commission on Disabilities (KND) has emphasized that the drafting of the National Education System Bill (Sisdiknas Bill) must involve persons with disabilities and their representative organizations.

"There must be meaningful participation from persons with disabilities. The government is obligated to consult directly with persons with disabilities and their organizations," said KND Member Rachmita Maun Harahap during a meeting with Commission X of the House of Representatives (DPR) in Jakarta on Monday.

Furthermore, the KND called for regular evaluations of inclusive education to ensure effectiveness, beyond just administrative compliance.

"Currently, there is no clear monitoring mechanism or national indicator. We propose that the central and regional governments conduct evaluations at least once every two years," she remarked at the meeting held at the Parliamentary Complex.

The assessment indicators, she added, include educational institution accessibility, provision of reasonable accommodations, teacher competency, and the effectiveness of disability service units.

Furthermore, the KND stressed the importance of guaranteeing the right of persons with disabilities to serve as educators and leaders.

"The state guarantees equal rights to become teachers and lecturers at all levels, as mandated by Law No. 8 of 2016 on Persons with Disabilities and Article 24 of the Convention on the Rights of Persons with Disabilities (CRPD)," Harahap said.

Therefore, the commission proposed that the Sisdiknas Bill include equal and non-discriminatory recruitment opportunities, the provision of reasonable accommodations in the workplace, an inclusive work environment with career development, and protection against professional discrimination.

Additionally, the KND called for the recognition of the Indonesian Association of Disabled Lecturers (ADDI) as a professional organization, highlighting its role as a partner in Indonesia's national education development.
