President Ruto Framework: Education Based On Ability To Learn, Not Ability To Pay

President William Ruto has reaffirmed his administration’s commitment to transforming Kenya’s education sector, framing access to quality schooling as the ultimate national equalizer across socio-economic divides.

Speaking on the structural overhaul of the country’s learning institutions, the Head of State emphasized that education eliminates societal privilege, ensuring that children from low-income families, informal traders, and high-ranking public figures compete on a level playing field. President Ruto noted that removing financial barriers to schooling remains the cornerstone of his government’s policy agenda, ensuring that a student’s academic progression is determined strictly by their intellectual capacity rather than their family’s financial standing.

To achieve this, the President highlighted key milestone interventions implemented by the government to stabilize and fund the sector:

• Teacher Recruitment & Infrastructure Expansion: The recruitment of 100,000 additional teachers to address severe staffing deficits alongside the construction of 23,000 modern classrooms nationwide to accommodate expanding student enrollments.

• Curricular & Funding Overhaul: The resolution of implementation bottlenecks within the Competency-Based Curriculum (CBC) and the rollout of a targeted higher education funding model designed to prioritize vulnerable and needy students.

By strengthening institutional capacity and establishing sustainable funding frameworks, the administration maintains that it has effectively stabilized the learning environment and secured equal educational opportunities for all Kenyan youth.
