Members of the Delhi High Court Bar Association (DHCBA) will wear black ribbons on Monday to register their protest against “police excesses” against the legal fraternity during the protests demanding Chief Election Commissioner (CEC) Gyanesh Kumar’s resignation over alleged irregularities in the Special Intensive Revision of electoral rolls.

The decision, conveyed through a notice issued on Sunday, comes after the Association had condemned the detention of several lawyers and the alleged use of excessive force by police against people who attempted to take part in the protest.

On Saturday, the DHCBA said, “The DHCBA expresses its strongest disapproval of the excessive and disproportionate use of force against the protesting lawyers, including women advocates.”

“Video footage that has surfaced depicts lawyers, including Senior Advocates, being physically dragged by the police,” it also read.

“Such high-handed and undignified treatment of members of the legal fraternity is wholly reprehensible and constitutes a grave affront to their dignity and constitutional rights,” DHCBA had stated.

On Sunday, it issued a notice stating that in continuation of its October 10 resolution condemning police excesses, it requests its members to wear a black ribbon while appearing in court on Monday, “as a mark of solidarity with the lawyers who were manhandled during the protest” and “to register their strong protest against the excessive and disproportionate use of force by the police against members of the legal fraternity”.

On Saturday, senior advocate Shadan Farasat was detained after being allegedly roughed up and dragged by the Delhi Police, which led to his shirt being torn. Farasat has been representing petitioners before the Supreme Court challenging the SIR process.

Senior advocate Dinesh Dwivedi — whose elder brother Rakesh Dwivedi represented the Election Commission of India in the SIR matter — was also among the detainees.
