Indonesian Gov't urges universities to join Red and White Chip project

Jakarta (ANTARA) - Minister of Higher Education, Science, and Technology Brian Yuliarto is urging universities to take part in the national Red and White (Merah Putih) Chip semiconductor project by helping prepare the chip design ecosystem, strengthen research, and develop skilled talent.

In a statement issued in Jakarta on Monday, Yuliarto emphasized the importance of ensuring that every stage of the Red and White Chip project is carried out with clear direction and a solid foundation.

"At the previous meeting, the State-Owned Enterprises Regulatory Agency (BP BUMN) conveyed its readiness to submit an application for an initiative permit. Today, we will hear the latest developments and identify what still needs to be completed. The previous target was November 11, and at least the process has begun moving into the harmonization stage," he said.

On the research front, the ministry's Director General of Research and Development, Fauzan Adziman, said the ministry was supporting semiconductor research through collaborations with several universities.

One such initiative is a research program scheduled for completion in May 2028. The research is expected to lay one of the foundations for developing Indonesia's national chip design capabilities.

The project has now reached the chip design ecosystem development stage, which has been prepared in collaboration with several partners. One of the foundations already in place is a sandbox, or chip design development environment, which was previously used in a hackathon involving 98 teams from 41 universities and 338 students.

The design development is focused on several types of chips, with technical and economic feasibility taken into account. The roadmap covers the development process from chip design to the possibility of fabrication, while also taking into account human resource needs and talent development.

Discussions are also underway on the need to establish a policy framework and strengthen coordination among institutions to provide clear direction for the assignment of responsibilities in developing the semiconductor industry.

The discussions cover the need for government involvement, the role of state-owned enterprises (SOEs), and the possibility of formulating policy instruments suited to the program's needs.

The legal aspects and content of information to be made public must also be established in line with the program's level of readiness.
