Up to P30,000 incentive for government workers in December

Translate

MANILA, Philippines — Qualified government employees may receive up to P30,000 in a one-time incentive this December, subject to their agencies meeting performance and cost-saving requirements, according to new guidelines issued by the Department of Budget and Management (DBM).

Under a budget circular, the Collective Negotiation Agreement (CNA) incentive rewards government workers whose agencies achieved targets while reducing operating costs through jointly implemented efficiency measures.

The benefit will be paid from Dec. 15 to 31 and is not automatic. Agencies must have a valid CNA, registered with the Civil Service Commission, that provides for cost-cutting and the incentive.

The circular covers civilian personnel holding regular, contractual or casual positions, whether full-time or part-time, in national government agencies, state universities and colleges, government-owned or controlled corporations, local water districts and local government units.

Both rank-and-file and managerial employees may qualify. Non-members of the recognized employee organization can also receive the incentive if they accept the agreement’s benefits and pay the required agency fees.

DBM said the incentive may be distributed equally among eligible employees or vary according to their contribution to productivity and performance, with length of service also considered.

Workers with at least 10 months of service as of Oct. 31 qualify for the full agency-approved rate, while those with shorter service may receive prorated amounts. The maximum remains P30,000 per employee.

For national agencies and most state corporations, at least 75 percent of performance targets must have been accomplished as of Sept. 30. Local governments must similarly meet 75 percent of program targets and obligate at least 75 percent of their 2026 development fund appropriations.

Local water districts must report a positive average net income for the first nine months.

The incentive must come from allowable savings under maintenance and other operating expenses, including travel, training, supplies and utilities, rather than additional budget allocations.

For covered national agencies, the rules also require compliance with applicable cost-reduction measures, including the 20-percent savings threshold, before using available operating balances to pay the benefit.

The DBM also prohibits paying it immediately upon signing the CNA, a practice considered an unauthorized signing bonus.

Agency heads must approve the payment and submit consolidated reports by Jan. 31, 2027. Unauthorized or excessive payments may expose responsible officials to administrative, civil or criminal liability, while employees may be required to return the amounts.
