Traffic bill to regulate tax on online transport firms: DPR

Jakarta (ANTARA) - Deputy Chairman of House of Representatives (DPR) Commission V Syaiful Huda said the Traffic and Road Transportation Bill (RUU LLAJ) regulates tax provisions for online transportation companies.

"This bill must be able to cover Non-Tax State Revenue (PNBP) from application-based companies, with the tax system regulated so that potential state revenue is not lost," he said during a joint meeting with the government at the parliamentary complex here on Wednesday.

One of the issues accommodated in the bill is the regulation of road maintenance funds and taxes for public transportation.

Huda explained that the current Traffic and Road Transportation Law already regulates road preservation funds. However, the provision is considered not yet optimally implemented.

"The regulation on road preservation funds needs to be resynchronized with the principles of state financial management," he added.

In addition, DPR assessed that provisions on corporate tax, or tax on fares for passenger transport using non-route public motor vehicles based on digital applications, should now be regulated by law.

The bill, he noted, also regulates the legal status of two-wheeled and four-wheeled online transportation, as well as the regulation of special rental vehicles and transport.

The number of online-based transportation drivers who operate and depend on their livelihoods as motorcycle taxi riders or online taxi drivers is estimated at around 2-4 million people.

"Social problems will escalate sharply in the social and economic sectors, and could even affect political conditions," Huda said, explaining the urgency of regulating the legal status of online transportation.

At the same event, Transportation Minister Dudy Purwagandhi said the government approved the DPR's proposal on regulating platform-based digital transportation.

The regulation covers the operational mechanism, rights, and obligations of application-based companies.

The new regulation is expected to impose sanctions on application-based companies that fail to join the insurance program, fail to fulfill their obligations, violate fare provisions, or violate the motor vehicle quota requirement plan.
