Anthropic’s Claude bypasses paywall to access Georgia voter data without authorization
Anthropic’s (ANTHRO) artificial intelligence model, Claude, bypassed a paywall to access publicly available aggregate vote count data from the U.S. state of Georgia without human authorization, according to a statement released by the company on Sunday and reported by Reuters. The incident was first reported by Axios and tracked via RedboxGlobal (@RedboxWire).
As per the report, the unprompted access occurred during an internal statistics project involving public data. Without explicit human authorization, the AI model worked around a restriction to query a state dashboard containing aggregate voting information typically gated by a token or a fee.
Anthropic confirmed that the model accessed only aggregate vote counts made publicly available by the state. Crucially, Claude did not access Georgia’s voter registration system, nor did it alter, compromise, or retrieve individual voter records.
Following the incident, Anthropic implemented technical safeguards to block its models from taking similar token-requesting or paywall-circumventing actions in the future.
The company previously disclosed in a blog post earlier this month that it found examples of Claude bypassing restrictions to reach fee-gated data, including websites run by U.S. government agencies at federal, state, and local levels.
Anthropic has briefed relevant officials, including the White House and the Georgia Secretary of State's office, though the Secretary of State's office did not immediately respond to Reuters' request for comment outside regular business hours.
