Hong Kong’s next policy address is just around the corner. Here’s what to expect

Hong Kong leader John Lee Ka-chiu’s coming policy address will introduce measures to remove hurdles for businesses setting up shop in the Northern Metropolis and include proactive initiatives to strengthen innovation hubs, research efforts and tech applications, the South China Morning Post has learned.

Government sources said measures supporting the megaproject in the northern New Territories and backing innovation were expected to be major highlights of the chief executive’s policy address on Wednesday – the same day he will unveil the city’s first five-year plan.

The SCMP also learned that Lee’s coming speech would last no more than three hours and be equally split between the five-year plan and the policy address.

The five-year plan is expected to include aspirational and binding key performance indicators and goals. The latter will cover concrete targets for both the incumbent and future administrations.
