WALANG PASOK: Palace suspends in-person classes, work in 15 Luzon areas

MANILA, Philippines — Malacañang has suspended in-person work in government offices and face-to-face classes at all levels on Sept. 1 (Tuesday) in 15 provinces in Luzon in anticipation of continued heavy rainfall associated with the enhanced southwest monsoon (habagat).

Under Memorandum Circular No. 133 issued on Monday by Executive Secretary Ralph Recto, by authority of President Ferdinand Marcos Jr., directed to implement appropriate alternative work arrangements in the following provinces:

• Abra
• Apayao
• Bataan
• Batanes
• Benguet
• Ilocos Norte
• Ilocos Sur
• Kalinga
• La Union
• Mountain Province
• Nueva Vizcaya
• Pampanga
• Pangasinan
• Tarlac
• Zambales

Unless otherwise directed by their respective local chief executives, alternative learning modes for classes and learning continuity measures at all levels in public and private schools shall be implemented in these provinces.

The suspension of in-person work and classes is upon the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC) and due to forecast heavy rainfall brought by habagat, which may result in urban flooding and traffic disruptions in these areas.

Under MC 133, agencies responsible for basic, vital and health services, preparedness and response duties must continue to remain operational.

All other government agencies in the aforementioned regions may implement alternate work arrangements, as may be necessary, to ensure continuity of essential government functions.

Local chief executives of areas in other regions not mentioned in the MC may implement localized cancellation or suspension of classes and work in government offices.

The suspension of work in private companies and offices is left to the discretion of their respective heads. /jpv
