Jakarta (ANTARA) - Indonesia’s Ministry of Communication and Digital Affairs has highlighted three key issues in deliberations on the Population Administration (Adminduk) Bill: data integration across systems, personal data protection, and clarity on access rights.

These issues are considered crucial in determining how population data can be shared across government agencies without blurring lines of authority or compromising citizens’ rights to personal data protection.

“This bill will strengthen our regulatory framework as we enter the digital realm, fostering a safe, healthy, and impactful digital environment for Indonesia,” Deputy Minister of Communication and Digital Affairs Nezar Patria said in Jakarta on Tuesday.

Speaking at the signing of the Problem Inventory List (DIM) for the Adminduk Bill, Patria underscored the importance of ensuring data interoperability in line with the One Data Indonesia policy framework.

“We appreciate that the DIM places data integration within an interoperability framework aligned with the One Data Indonesia policy framework. This alignment must be maintained to ensure consistency with other legislation, particularly the various regulations governing the One Data Indonesia,” Patria said.

Beyond data integration, Patria highlighted the need to align the Adminduk Bill with Law No. 27 of 2022 on Personal Data Protection, particularly by clearly limiting the purposes for which personal data may be used.

According to Patria, the deliberations must explicitly address three key points: data minimization, the exclusion of corporations from the definition of “every person,” and a prohibition on requiring copies of population documents.

He also stressed the need to clarify the classification of population data as a basis for determining access rights. Establishing these classification levels, he added, is essential to ensuring that population data governance is consistent with existing laws and regulations.
