Ex-DPWH chief Bonoan released from PNP custody

MANILA, Philippines — Former Public Works and Highways Secretary Manuel “Manny” Bonoan was released from the Philippine National Police’s (PNP) custody on Friday, following an order from the Sandiganbayan Fifth Division.

Bonoan was turned over by the PNP–Criminal Investigation and Detection Group National Capital Region (CIDG NCR) to his family and left the PNP General Hospital (PNPGH) in Camp Crame at around 10:35 a.m.

The court had directed the PNPGH, where Bonoan had been under hospital arrest due to several ailments since his surrender last June, to release him following the recall of his commitment order.

On Tuesday, the Fifth Division had granted a motion by state prosecutors to exclude Bonoan from the graft and plunder charges against him, Sen. Jose “Jinggoy” Estrada and three former DPWH district engineers.

The move was part of a bid to turn Bonoan into a state witness for flood control scandal cases.

Estrada, then-South Manila District Engineering Office (DEO) chief Manny Bulusan, then-Quezon City 1st DEO chief Arturo Gonzales Jr. and then-North Manila DEO assistant chief Denryl Caesar Cortuna are accused of amassing a total of P573.75 million in kickbacks through projects included in the 2025 national budget. /jpv
