LTO summons rider-vlogger over helmet violation

MANILA, Philippines — The  Land Transportation Office (LTO) has summoned a student vlogger for allegedly driving a motorcycle without a helmet. 

In the show-cause order (SCO) dated Sept. 26 and made public on Sunday, the LTO directed the student to appear at a hearing on Oct. 2 at the Intelligence and Investigation Division office in East Avenue, Quezon City.

The student was also ordered to submit beforehand a sworn statement and explanation as to “why you should not be held administratively liable for Mandatory Use of Motorcycle Helmets and why your driver’s license should not be suspended or revoked for being an Improper Person to Operate a Motor Vehicle.”

According to the LTO, it issued the show-cause order after verifying a report regarding the vlogger’s video content showing her riding a motorcycle without a helmet.

The LTO confirmed that the vlogger is also the registered owner of the vehicle.

While it did not identify the vlogger, the LTO said she had already released a statement regarding the incident.

Nonetheless, the LTO said it still issued the SCO so she could formally explain herself.

“Hindi kami naglalabas ng SCO para lang managot ang isang rider, kundi para ipakita na may katapat na pananagutan ang bawat paglabag, at higit sa lahat, ipaalala na kailangang sumunod sa umiiral na batas at unahin ang kaligtasan,” LTO chief Markus Lacanilao said in a statement.

(We do not issue SCOs just to hold a rider accountable, but to show that there is a corresponding responsibility for each violation, and above all, to remind that it is necessary to comply with existing laws and prioritize safety.)

The rider -vlogger’s license was preventively suspended for 90 days.
