Transportation ministry tightens three-layer aviation safety oversight

Jakarta (ANTARA) - The Ministry of Transportation is reinforcing its three-layer aviation safety oversight and disaster preparedness by enhancing contingency plans to ensure safe, secure, and smooth air transportation operations.
The ministry's Director General of Civil Aviation, Lukman F. Laisa, noted that aviation safety and security must be a top priority and consistently maintained, in line with the increasingly dynamic challenges of aviation operations and natural factors.
"Aviation safety and security are uncompromising priorities," he said as confirmed in Jakarta on Sunday.
He mentioned that strengthening aviation safety is carried out through a three-layer oversight system (Three-Line Defense) involving all elements according to their functions and authorities.
First, the Technical Directorate acts as a standard setter and system controller. Second, Airport Authorities (Otban) Regions I to X carry out regulatory and supervisory functions in the field.
Third, the Airport Operation Unit (UPBU), as the operator, is required to ensure the consistent and effective implementation of the Safety Management System (SMS).
"These layers must work in an integrated manner. Established standards must be clearly understood and their implementation monitored, while every operator must be committed to identifying and addressing potential safety risks from the outset,” Lukman emphasized.
The Directorate General of Civil Aviation held a Sharing Session on the Implementation of the 2026 Fiscal Year Budget and the Safety Oversight of Air Transportation Facilities and Infrastructure in Jakarta.
Lukman said the forum was part of an effort to strengthen the consistency of aviation safety and security oversight and accelerate the implementation of the 2026 budget.
"And to increase preparedness for potential disasters across all work units within the directorate general," he added.
Based on an audit by the International Civil Aviation Organization Universal Safety Oversight Audit Programme (ICAO USOAP), Indonesia's safety oversight effectiveness (EI) reached 85 percent, while safety oversight through the ICAO USAP audit reached 88.53 percent.
"This achievement exceeds the 2027 Global Aviation Security Plan (GASeP) target of 75 percent. This achievement must be maintained and improved by strengthening the synergy of three-layer oversight," he pointed out.
Regarding disaster preparedness, his office is strengthening contingency plans across all aviation operational sectors, taking into account experiences in handling natural disasters that occurred in several regions, including Sumatra and East Nusa Tenggara (NTT).
He outlined the mitigation measures include preparing alternative flight routes and adjusting passenger capacity, mapping critical facilities and ensuring backup power supplies at airports, as well as testing the preparedness of Airport Emergency Plans (AEP) and Aviation Accident Response and Firefighting (PKP-PK) systems.
Furthermore, the Air Traffic Management (ATM) Contingency Plan is being tested, while ensuring the airworthiness of the aircraft fleet before returning to service after a disaster.
"Every unit must be prepared to face emergency conditions," Lukman said.
He stressed that contingency plans must go beyond documentation and be tested periodically to ensure that all personnel understand their respective duties, roles, and emergency procedures.
"This preparedness must go hand in hand with strengthening the safety culture within the aviation environment," he stated.
Lukman added that a safety culture must become part of the daily practice of aviation professionals. It is not merely a ceremonial practice, but should be reflected in their understanding, commitment, and behavior toward maintaining safety and security.
