The death toll from a Russian attack in southern Ukraine where people had gathered to receive humanitarian aid rose to 29 on Tuesday, with 48 still missing, as a wave of overnight strikes targeted power plants across the country, damaged hospitals and wounded scores of people.

Russia launched 289 attack drones, 17 ballistic missiles and 59 cruise missiles across nine regions, triggering emergency power cuts, Ukrainian President Volodymyr Zelenskyy said in an online post that noted the barrage coincided with U.S. elections.

"The Russians think America won't notice this signal of theirs," he said. "But we need to notice and stop such terror. We need to help Ukraine defend its skies; otherwise, Russia will never stop its missile strikes."

Zelenskyy was in Berlin on Tuesday for talks with German Chancellor Friedrich Merz, who has made clear he intends to show his support for the Ukrainian leader a week before U.S.-brokered Russia-Ukraine peace negotiations resume.

Germany has become Ukraine's largest supporter in its war with Russia since Donald Trump returned to office last year and withdrew U.S. financial support. Washington still provides intelligence to Ukraine and allows other countries to buy U.S. weapons on Kyiv's behalf.

Russia will hold three-way peace talks with Ukraine and the United ‌States in Abu Dhabi in the United Arab Emirates from Nov. 10-11, the Kremlin confirmed on Tuesday.

Vladimir Medinsky, an aide to Russian President Vladimir Putin, will serve as Moscow's chief negotiator at the talks, Kremlin spokesperson ‌Dmitry Peskov told reporters on a conference call.

Previous attempts by Turkey to mediate an end to the war that started with Russia's invasion in February 2022 did not lead to a breakthrough, though the two sides made a number of exchanges of prisoners and war dead.

White House envoys have talked to both sides in recent weeks as the U.S. looks to mediate a peace deal to end the war, Europe's deadliest conflict since the Second World War. But questions have emerged as to American loyalties in the wake of a diesel deal the U.S. struck with Russia, and antagonistic statements made by Trump regarding Zelenskyy.

Ukraine and Russia both agreed to a limited ceasefire for humanitarian purposes last week in the southern Ukraine city of Oleshky, in the Kherson region.

Ukraine hits Russian refinery again

The guided-bomb attack first targeted a school building used to distribute humanitarian aid in Komyushuvakha, a village in Ukraine's southern Zaporizhzhia region, and then took aim at a nearby shelter.

The dead included four police officers and two rescue workers, Mykhailo Semikin, acting head of the regional military administration, said Tuesday. At least five people were hurt.

In the northeast region of Kharkiv, a combined Russian missile and drone attack wounded at least 62 people, local authorities said.

Buses full of residents from Oleshky arrived in northern Ukraine's Chernihiv region on Oct. 31 after a marathon journey from the besieged Russian-occupied town through Russian-annexed Crimea, and Belarus. Residents have been struggling with severe food shortages, mined routes and drones in recent months. Melania Trump, wife of U.S. President Donald Trump, is credited with brokering the rare, limited ceasefire earlier in October. Some residents would only provide their first names due to safety concerns.

A strike damaged a medical facility in the Nemyshlianskyi district, shattered windows in four apartment buildings and damaged cars. More than 200 patients were transferred to other medical facilities, head of the regional military administration Oleh Syniehubov said.

In the Dnipro area, rescuers pulled a woman alive from the rubble Tuesday morning, after a Russian attack killed one person and wounded 17, local authorities said.

The attack damaged an outpatient clinic and a hospital. Patients were transferred to other hospitals, said Oleksandr Hanzha, head of the regional military administration.

Russia's Defence Ministry said Tuesday that it had shot down 856 Ukrainian drones overnight. Moscow Mayor Sergei Sobyanin said 493 drones were fired toward the Russian capital.

A Ukrainian drone attack wounded two employees at an oil refinery in the Russian city of Yaroslavl, regional Gov. Mikhail Yevrayev said Tuesday. He added that there was damage to the refinery's infrastructure due to a fire that erupted from an attack involving 124 drones.

The Slavneft Yaroslavnefteorgsintez (YANOS) oil refinery, which Ukraine has struck at least twice before, is located some 250 kilometres northeast of Moscow.

Rolling blackouts have been instituted in the south, west and east of Russian-occupied Crimea following attacks on energy infrastructure, Moscow-installed officials said Tuesday.
