Indonesia proposes higher Hajj costs amid oil, rupiah weakness

Jakarta (ANTARA) - Indonesia has proposed raising the average cost of organizing the annual Hajj pilgrimage to Rp107.34 million (about US$6,027) per pilgrim in 2027, up from Rp87.41 million this year, the country’s Hajj and Umrah minister said.

Hajj and Umrah Minister Mochamad Irfan Yusuf said during a working meeting with Commission VIII of the Indonesian House of Representatives (DPR RI) in Jakarta on Wednesday that the proposed Hajj Pilgrimage Organizing Cost, known as BPIH, was driven by higher aviation fuel prices and a weaker rupiah against the US dollar.

The government also noted that geopolitical developments in the Middle East had contributed to fluctuations in global oil prices and affected air travel costs.

“The government proposes an average BPIH of Rp107.34 million per pilgrim, consisting of a direct pilgrim contribution (Bipih) of Rp42.94 million (US$2,410), or 40 percent, and a benefit fund allocation of Rp64,404,103.21 (US$3,616), or 60 percent,” Yusuf said.

BPIH consists of payments made by pilgrims (Bipih) and investment returns, or benefit funds, managed by the Hajj Financial Management Agency (BPKH) from previous Hajj seasons.

In 2026, the BPIH stood at Rp87.41 million per pilgrim, with pilgrims contributing 62 percent and BPKH covering the remaining 38 percent.

Yusuf said the proposed financing structure was intended to improve services while keeping the amount paid directly by pilgrims affordable.

The proposal assumes an exchange rate of Rp17,500 per US dollar and Rp4,666.67 per Saudi riyal.

The government plans to keep the pilgrims’ living allowance at 750 Saudi riyals, unchanged from the previous year. Airfare costs, however, are proposed to rise to Rp40.53 million per pilgrim from Rp32.01 million in 2026.

The proposed BPIH will be discussed further with parliament before being finalized, with the government seeking to align the process with the Hajj schedule set by Saudi Arabia.
